Rite Aid has very cheap stuff. You can find almost everything there and not worry if it costs too much.

The Cheapest is the Dollar Store. They have a good variety and it changes often. Anything you buy there is a dollar. And they do carry top brands too.
I'm not sure how much money you want to spend, but go to your local drugstore. L'Oreal has their ';Hip'; line (Highly Intensified Pigment). Or if you want something cheaper look for Wet n Wild products, they have a lot of colors to choose from.

hot topic has sets of 4 or 5 neon color eyeshadows for $5. they aren't very good quality, but they are fun anyways. i'm sure they have neon nail polish too.





Milani is a brand they sell at CVS that has a few bright eyeshadows for $3 each, i have a bright teal/blue from there that i love.





i haven't bought from it, but medusasmakeup.com has tons of colors and it seems like quality stuff, but it is a bit more pricey.

as for nail polish... nyc and wet n wild are the cheapest you will find in neon and electric shades. however you do get what you pay for. they don't last





if you have a sally beauty supply near you i recommend going there for your polish. they have the brands that most nail salons use and they have a zillion shades, from red to 80s day glo orange and green.
